面向治理碎片化的再组织化--基层党建引领的治理优势及其效能

党建引领是当前基层治理变革和创新中的重要举措。本文立足于基层治理碎片化的现实,以党建引领基层治理实践为研究对象,从再组织化角度剖析基层党建引领的治理优势及其效能逻辑,回答了如何才能在碎片化的基层社会中实现有效治理的问题。根据不同的目标导向,可以将党建引领的实践形态划分为主体导向、问题导向、任务导向和价值导向四种类型,不同类型对应不同的实践场景和现实问题。党建引领凭借其强大的政治势能、良好的协调能力、敏捷的行动速度、闭环的资源配置和深度的利益平衡等特性,通过多元主体的重新整合、利益格局的重新调整、职责权限的重新梳理、治理规则的重新制定以及信任网络的重新搭建等方式,推动党建引领优势转化为社会治理效能,实现了对基层治理碎片化的再组织化。

The leadership of Party building is an important measure in the current grassroots governance reform and innovation.Based on the reality of fragmentation of grassroots governance,this paper takes Party building to lead grassroots governance as the research object,analyzes the governance advantages and efficiency logic of grassroots Party building leadership from the perspective of reorganization,and answers how to achieve effective governance in a fragmented grassroots society.According to different goal orientations,the practice forms of Party building can be divided into four types:subject orientation,problem orientation,task orientation,and value orientation.Different types correspond to different practical scenarios and real problems.The leadership of Party building relies on its strong political potential,good coordination capabilities,agile speed of action,closed-loop resource allocation and deep balance of interests,etc.,through the reintegration of multiple subjects,the readjustment of interest patterns,the reorganization of responsibilities and authorities,the reenactment of governance rules and the rebuilding of the trust network.It has promoted the transformation of the leading advantages of Party building into the efficiency of social governance,and realized the reorganization of the fragmented governance at the grassroots level.
