2018年国务院推出既有住宅加装电梯的政策方针之后,各地加装电梯的进度明显加快,能否尽快加装电梯成为老旧小区居民关心的民生问题。但加装电梯在协调、沟通、监管、治理等方面存在问题,这些问题影响了加装电梯的进度和效果,政府应建立规范标准,合理引导,精心服务,全面推进老旧小区加装电梯的进度,提升居民的居住满意度和公平感。本文从制定加装电梯的更新规划,发展加装电梯等的一站式服务平台,规范全方位监管加装电梯的体系,规范加装电梯中的意见征询方式,规范邻里利益冲突中的社区工作方法等5个方面进行了讨论,以期为工作的顺利展开提供对策。

After the State Council launched the new policy of installing elevators in the existing residential buildings in 2018,the progress of installing elevators in various places has accelerated significantly.Whether the elevator can be installed as soon as possible has become a livelihood issue of concern to residents in old communities.However,the installation of elevators has problems in coordination,communication,supervision,governance,etc.,which have affected the progress and effect of the installation of elevators.The government should establish norms,reasonable guidance,and meticulous service,and comprehensively promote the installation of elevators in old communities to improve the residents’residential satisfaction and sense of fairness.Specific countermeasures are as followed.Develop an update plan for installing elevators.Develop a one-stop service platform for installing elevators.Standardize the system of all-round supervision of the installation of elevators.Standardize the way of soliciting opinions in the installation of elevators.Standardize community work methods in neighborhood conflicts of interest.In conclusion,the paper aims to provide countermeasures for the smooth implementation of the work.
