基于沟通规划理论的参与式社区微更新过程探析--以北京K社区为例

Exploration on Micro-Renewal Procedure of Participatory Community Based on Communicative Planning Theory--A Case of K Community in Beijing

我国进入存量发展阶段以来,参与式社区微更新因其尺度微、投入微、见效快的特点而成为更新实践热点,内容涵盖小微空间环境提升与精细化社区治理等,是城市公共空间提升和社会治理创新的重要抓手。沟通规划理论自20世纪90年代进入规划学界,在促进规划有效实施、激励民主参与规划方面有很大作用,对当前我国参与式社区微更新具有一定理论指导。本研究探讨了沟通规划理论的发展,梳理了北京近年来参与式社区微更新的案例,从多方构建基于沟通行动的参与式更新机制,并以北京K社区为例进行实证研究。最后提出促进构建社区资源网络、畅通有效沟通渠道、增加公众参与信心等提升策略,以期实现“共建共治共享”的社会治理格局。

Since China entered the stage of inventory development,participatory community micro-renewal has become a hot spot of renewal practice due to its characteristics of“small scale,small input and quick effect”.Its content covers the environment improvement of micro space and refined community governance,which is an important entry point for the improvement of urban public space and social governance innovation.Communicative planning theory has entered the planning realm since the 1990s.It has played a great role in promoting the effective implementation of planning and encouraging democratic participation in planning.Therefore,it has theoretical guidance on the micro-renewal of participatory communities in China.This paper discusses the development of the communicative planning theory,sorts out the micro-renewal cases of participatory communities in Beijing in recent years,and constructs a participatory renewal mechanism based on communication actions from several aspects.Then the paper takes K community in Beijing as an example for empirical research.Finally,the paper puts forward some strategies including promoting the construction of community resource network,unblocking effective communication channels,and increasing people’s confidence of public participation,so as to realize the social governance pattern of“co-construction,co-governance and common sharing”.
