国土空间规划背景下规划全周期管理一张图的建设探讨--以长沙市望城经开区多规合一建设为例

Discussion on Constructing A Blueprint of Planning Cycle Management under the Background of Territorial Spatial Planning--A Case of the Multi-Plan Integration of Wangcheng Economic Development Zone of Changsha

在国土空间规划编制及监督管理体系不断完善的背景下,基于长沙市望城经开区多规合一建设实践,探索建立并完善规划全周期管理一张图,形成涵盖现状整合、规划编制、项目管理、监管评估四个方面的全周期管控系统,为推进国土空间治理体系和治理能力现代化搭建基础平台。

Under the background of the continuous improvement of the compilation of territorial spatial planning as well as the supervision and management system,based on the construction practice of the multi-plan integration of Wangcheng Economic Development Zone in Changsha,this paper puts forward the exploration on establishing and improving a blueprint of planning cycle management so as to create a full cycle management system covering four aspects of the current situation integration,planning formulation,project management,monitoring and evaluation,and to build a basic platform for modernizing the system and capacity for territorial space governance.
