公安情报指挥中心是基于“情指行”一体化所构建的新型公安机关智慧大脑和指挥中枢,探讨公安情报指挥中心现代化建设的理论依据,根据改革现状发现现存困境,提出相应解决措施对于构建现代的警务运行机制具有重要意义。公安情报指挥中心应当依托“情指行”一体化改革,重塑警务组织形态和流程形态,实现信息流、业务流和管理流的“三流”合一。公安情报指挥中心应当基于机构整合一体化、分工协作标准化、流程再造一体化的理论指导,打造精准化的情报推送机制、构建一体化的现代警务模式、探索模块化警力配置以及完善战训合一机制。
