In the context of social progress, historical culture has demonstrated its unique and effective use in the construction of spiritual civilization.Chinese cities have begun to transmit the special resources of historical and cultural blocks to a great extent, bringing more space for the development of many industries such as cultural tourism. In the new era,the block management of the old city has not yet achieved smart and efficient integration of construction and management, and the burden of grassroots workers is heavier, and there are more problems. We should follow the innovative model of“science and technology to benefit the people and improve people's livelihood” to provide theoretical basis and technical support for the management, protection and reuse of the blocks in the old city, and use smart application system+smart operation management to create a smart neighborhood that is close to life and connects users, businesses, and managers,so as to promote public service management, improve the efficiency of neighborhood management, and improve public service levels, and form a unified management system. We should use the intelligent management model to effectively solve the current development problems faced by historical and cultural blocks, break through the development bottleneck at this stage, and coordinate the development of historical and cultural blocks with urban development, and keep up with the trend of the times.
