Evaluation on High-Quality Development of Chengdu-Chongqing Urban Agglomeration

新时代是高质量发展的时代。城市群高质量发展是城市群空间结构不断优化、规模结构趋于合理、城市联系更为紧密和均衡,以及经济、社会、生态环境质量持续提升的过程。运用分形计量模型、修正引力模型以及熵值法,对成渝城市群发展质量水平进行评价,结果表明:①成渝城市群空间结构质量较高,表现为城市群空间结构分形特征开始显现,城市整体空间布局较为均衡,城市之间交通网络通达性较好;②成渝城市群规模结构质量欠佳,表现为城市规模结构体系发育还不成熟,中间位序城市缺失,尚未形成大-中-小城市梯度协调发展的城市体系;城市联系依然呈现放射状非均衡结构,城市群边缘区和省际接壤区存在城市联系“洼地”,成都-重庆双核城市间联系尚不充分,城市群城市联系质量有待提高;③成渝城市群经济、社会发展与环境保护不同步,经济、社会发展质量与生态环境质量空间格局差异明显,经济、社会发展质量“双核”特征突出,生态环境质量呈现“东北高、西南低”的格局。④完善成渝城市群交通网络,积极培育区域中心城市,强化边缘区和接壤区跨区域合作,提高对外开放水平和科技创新能力,促进基本公共服务均等化,提升大气环境质量,能有效推进成渝城市群高质量发展。

The new era in China is the era of high-quality development.The high-quality development of urban agglomerations is a process of continuous optimization of spatial structure,rationalization of scale structure,closer and balanced urban links,and continuous improvement of economic,social and ecological environment quality.Using fractal econometric model,modified gravity model and entropy method,the development quality of Chengdu-Chongqing urban agglomeration is evaluated.The results are as follows:1) The spatial structure quality of the urban agglomeration is high,with the appearance of the fractal characteristics,the relatively balanced spatial layout,and good traffic network accessibility of traffic network between cities.2) The quality of the scale structure of Chengdu-Chongqing urban agglomeration is poor,which is manifested in the immature development of the urban scale structure,lacking middleranked cities.Meanwhile,the urban connection still presents a radial non-equilibrium structure.There are "lowlands" in the urban agglomeration’s fringe and inter-provincial border areas,and the connection between Chengdu city and Chongqing main urban area is not yet sufficient.3) The economic,social development and environmental protection of the urban agglomeration are not synchronized.The economic and social qualities are particularly high in Chengdu city and main urban area of Chongqing,while the quality of ecological environment presents a spatial pattern of "high in the northeast and low in the southwest".4) To improve the traffic network of Chengdu-Chongqing urban agglomeration,actively cultivate regional central cities,strengthen cross regional cooperation between marginal areas and border areas,improve the level of opening up and technological innovation,promote the equalization of the supply of basic public service resources,and improve the quality of atmospheric environment can effectively promote the high-quality development of Chengdu-Chongqing urban agglomeration.
