城市用地扩张与生态环境保护的交互作用研究——以长株潭城市群为例

Interaction Between Urban Land Expansion and Ecological Environment Protection:Case Study of Changsha-Zhuzhou-Xiangtan Urban Agglomeration

城市用地扩张与生态环境保护的交互作用是城市群城市开发和生态环境保护要素流动的映射表现,系统地构建其交互作用机制,对于丰富城市群扩张理论和优化城市群空间结构具有重要意义。文章基于构建城市群城市用地扩张与生态环境保护的交互作用框架,运用灰色关联度模型揭示二元之间的交互作用,并将共生理论引入城市群扩张研究中,从城市开发和生态保护二元共生视角提出研究城市用地扩张的新思路。研究表明:①城市群城市用地扩张与生态环境保护之间存在较强的交互作用,整体上表现出阶段性特征。②由自然、经济社会和空间三个维度构成的“驱动—协调—约束”共生机制是实现城市用地扩张与生态环境保护共生发展的动力机制。生态环境保护通过分区管控、治理修复与城市用地扩张方面的监测预警、城市更新形成多维交互作用,最终实现二者的共生发展。③基于共生机制框架提出城市群城市用地扩张与生态环境保护二元共生发展的对策建议,从而形成高效集约、生态安全、宜居宜业的城市群国土空间结构。

The interaction between urban land expansion and ecological environment protection is a reflection and manifestation of urban agglomeration's urban development and the element flow of ecological environmental protection.It is of great significance to systematically construct its interaction mechanism for enriching the theory of urban agglomeration expansion and optimizing the spatial structure of the urban agglomeration.Based on the construction of the interaction framework between urban land expansion and ecological environmental protection in urban agglomerations,this study utilized grey relational analysis(GRA)model to reveal their interaction.Moreover,the symbiosis theory was introduced into the study of urban agglomeration expansion so as to propose new ideas for urban land expansion in terms of symbiosis between urban development and ecological protection.The results of the research were found that:1)There is a strong interaction between urban land expansion and ecological environmental protection in the urban agglomeration,and the intensity of which among various elements exhibits periodic and differentiated characteristics.2)Composed of three dimensions including nature,economic society,and space,the"driver-coordinationconstraint"symbiotic mechanism forms the driving force mechanism to realize the symbiotic development of urban land expansion and ecological environmental protection.Ecological environmental protection,through zoning management and control,restoration and repair,has developed a multi-dimensional interaction with urban land expansion,mainly concerning monitoring and early warning,as well as urban renewal,and ultimately achieve their symbiotic development.3)Starting from the symbiotic mechanism framework,countermeasures and suggestions on the symbiotic development of urban agglomeration urban land expansion and ecological environmental protection were put forward in an effort to realize an efficient and intensive,ecologically safe,livable and affordable space structure of urban agglomeration.
