摘要
太空作为人类活动的新疆域,正面临地外小行星、空间碎片、军事对抗等威胁,太空安全关系着全人类共同利益。围绕太空安全形势,从空间维度和应用维度提出了太空安全的定义与范畴,并从自然威胁和人为威胁着手,分析了太空安全的发展现状与趋势,以及小行星防御、空间碎片清理、外空军控等重要问题产生的挑战。最后,从外交、法律、技术、文化等方面,提出了国际太空安全治理的4点建议。
As a new frontier of human activity,space is threatened by asteroid,space debris and military contest,and space security is closely related to the common interests of all mankind.Focusing on the topic of space security situa⁃tion,a new definition of space security is proposed in this paper from the perspective of space domain and application scenario.In addition,considering both man-made threats and natural threats,current situation and near future develop⁃ment of space security is analyzed.And then,the main challenges of space security situation are discussed,such as as⁃teroid defense,debris removal and outer space arms control.Lastly,four proposals about the big issue of global space security improvement are presented,from the point of view of diplomacy,law,technology,culture.
