A Review of Research on the Development of Strategic Emerging Industries

持续发展战略性新兴产业对于激励创新驱动、推动产业结构升级、实现经济转型具有重要的引领作用。我国学者在国外新兴产业理论研究基础上提出了战略性新兴产业概念,并从多个角度对战略性新兴产业开展研究,取得了丰硕的研究成果。本文将战略性新兴产业与新兴产业进行比较,通过对战略性新兴产业发展理论进行梳理、分析及归纳总结,从定义、特征、影响因素、发展模式等方面对战略性新兴产业发展脉络及现状进行了述评,展望了战略性新兴产业未来发展趋势与研究重点。

The development of the information technology era has made independent innova⁃tion the only way of China's economic transformation.The development of strategic and overall strategic emerging industries is an indispensable leading direction to achieve innovation-driven development.At present,the trend of anti-globalization has emerged.The analysis and review of the research results of strategic emerging industries at home and abroad,and clarifying its theoretical context and future research directions are of great significance to enriching and perfecting China's industrial development theories.This article starts with the comparison between strate⁃gic emerging industries and emerging industries,sorts out,analyzes and summarizes the develop⁃ment theories of strategic emerging industries,and then reviews the development context and status quo of strategic emerging industries in terms of definitions,characteristics,influencing fac⁃tors,and development models.The results of the study are as follows:①Compared with the"emerging nature"of emerging industries,strategic emerging industries have more"strategic"characteristics,and are more forward-looking and industry-leading than ordinary emerging in⁃dustries.They can promote the continuous economic growth of a country or region,play a sup⁃porting and leading role in the long-term strategic development of the country's economy,and has a bearing on the lifeline of the country's economy and industrial security.②The characteris⁃tics of strategic emerging industries can be summarized as innovation,uncertainty and positive externalities.Innovation is the fundamental reason for the formation of strategic emerging industries,uncertainty is its important feature,and positive externality is an industry leading or driving function that strategic emerging industries must have.③For the research on the influencing factors of the development of strategic emerging industries,the academic circle has carried out research from two aspects:endogenous factors and exogenous factors.Endogenous factors mainly include technology,innovation,resource allocation,etc.,and exogenous factors mainly include industrial policy,competitive environment,global industrial chain,etc.④Regarding the develop⁃ment model of strategic emerging industries,related academic research mainly divides them into industrial integration models,technological innovation models,industrial coupling models,and intra-industry synergy models.These research results play a significant role in industry develop⁃ment path selection and policy formulation.In recent years,related research on strategic emerg⁃ing industries has shown that domestic scholars have formed a relatively consistent understand⁃ing of the basic theories such as the conceptual features of strategic emerging industries.At this stage,domestic research on strategic emerging industries is mainly based on the strategic needs of the country's long-term development.The research perspectives are mainly concentrated on industrial clusters,coordinated development,industrial structure transformation,industrial poli⁃cies,innovation performance,etc.Facing the critical period of China's economic structure trans⁃formation and upgrading,the future research directions of strategic emerging industries can fo⁃cus on the research on the identification mechanism of sustainable development of the industry,coordinated development with other industries,and strengthening the industrial transformation of basic scientific achievements.
