民营企业党组织对就业吸纳的影响机制研究

On the Influence Mechanism of Private Enterprise Party Organizations on Employment Absorption

利用第九次和第十次中国私营企业抽样调查数据,考察党组织嵌入对民营企业就业吸纳水平的影响效应。实证研究发现,党组织作为一种重要制度嵌入形式,有利于强化企业对党和政府政策及意志的接收。通过发挥党组织的监督作用、人力资本优势与商业伦理塑造作用,能够促使民营企业积极回应国家就业政策、提升企业就业吸纳能力,从而显著增强了民营企业就业增加水平。与此同时,党组织嵌入对民营企业就业吸纳水平的促进作用在企业家政治面貌特征不明显时变得尤为突出。此外,企业慈善捐赠和工资福利水平越低,企业为非改制企业时,党组织对民营企业就业吸纳的促进作用越明显。进一步研究发现,党组织不仅对民营企业吸纳就业人员数量具有促进作用,而且能够提升就业质量,增加就业的稳定性。研究结论显示,加强民营企业党组织建设能够增强民营企业就业吸纳能力、水平和质量,一定程度上体现了加强党建工作的积极现实意义。

Data from the ninth and tenth China Private Sector Sample Survey are used to examine the effect of party organisation embedding on the level of employment uptake by private enterprises.The empirical study finds that party organisations,as an important form of institutional embedding in the Chinese context,are conducive to strengthening firms’reception of party and government policies and will.By leveraging the supervisory role,human capital strength and business ethics of party organisations,private enterprises are able to respond positively to national employment policies and enhance their employment absorption capacity,thus significantly enhancing the level of employment absorption in private enterprises.At the same time,the role of the Party’s embedding in the employment absorption level of private enterprises is particularly significant when entrepreneurs do not have a political identity.In addition,the lower the level of charitable donations and wages and benefits,and the more significant the contribution of party organisations to the level of employment absorption in private enterprises when the enterprise is a non-reformed enterprise.Further research found that party organisations not only promote the number of employed people absorbed by private enterprises,but also enhance the quality of employment and increase the stability of employment.The findings show that strengthening the construction of party organisations in private enterprises can enhance the capacity,level and quality of employment absorption in private enterprises,and to a certain extent reflect the positive practical significance of strengthening party construction work.
