Analysis On the Status Quo of Maternal and Infant Health and Family Planning Supervision in Jilin City

目的为了解吉林市母婴保健计划生育监督工作现状,总结工作特点,发现存在问题,提出对策建议。方法从母婴保健计划生育监督执法机构和人员、被监管的技术服务机构和人员以及近四年吉林市母婴保健计划生育违法行为处罚的情况等进行分析。结果吉林市缺乏独立的母婴保健计划生育监督科和专职母婴保健计划生育监督员。技术服务机构中开展的技术服务项目与人员素质能力在不同区域、不同级别医疗机构间存在差异。市、县(区)两级执法能力相差悬殊,民营医疗机构违法行为严重。结论吉林市需要进一步科学设置卫生监督机构及配备卫生监督员。需要严控卫生监督员准入条件,加大卫生监督培训力度。需要二次布局技术服务机构的服务项目、人员分布,高度重视县、区和基层技术服务人员学历和专业综合素质的培养。应提高县(市)、区级监督员的执法能力与水平,应强化民营医疗机构依法执业监管,促进吉林市母婴保健计划生育监督工作整体升位。

Objective To learn the present situation of the maternal and infant health supervision of family planning in Jilin City,summarize its characteristics,and find out the existing problems and corresponding strategies.Methods The analysis was conducted from the agencies and the personnel of the maternal and infant health supervision department of family planning,technical service institutions being supervised,and the punishment for violating rules of the maternal and infant health of family planning during the past four years.Results Jilin City lacked an independent supervision department and full-time supervisors of maternal and infant health of family planning.The technical service items and the personnel quality in technical service institutions significantly varied among distinct regions and different levels of institutions.The capability of law enforcement between city and county was different,and the illegal acts in the private medical institutions were obvious.Conclusion Jilin City needs to improve the management of the health supervision agencies and the corresponding staff settings scientifically.It requires more strict access and harder training for the health supervisors.It is necessary to re-layout the service items and personnel distribution of technical service institutions,and attach great importance to the cultivation of the academic qualifications and professional comprehensive qualities of the technical service personnel in the county.The law enforcement ability of the county supervisors should be improved,and the supervision of private medical institutions should be strengthened in accordance with the law,to achieve the overall promotion of the maternal and infant health supervision of family planning in Jilin City.
