我国警用地理信息系统建设的实践与思考 被引量:7

Practical exploration and thoughts on police geographic information system in China

摘要 针对大数据时代新技术对我国警用地理信息系统(PGIS)发展所带来的巨大冲击和挑战,该文回顾了我国公安机关20世纪90年代中期以来在PGIS实践探索方面所经历的4个阶段主要发展历程;分析了当前PGIS发展所面临问题、挑战及与国外的应用差距;提出了PGIS后续技术优化升级与应用生态体系构建、警务时空大数据关键技术研究、学科建设、国外先进技术引入及本地化优化等相关建议。指出今后PGIS技术研究和应用重点,将从当前以警务地理信息资源共享、可视化管理与空间查询应用为主的阶段,逐步向基于云的警务时空大数据分析与犯罪预测阶段发展过渡。 In response to the huge impact and challenges brought about by new technologies in the era of big data on the development of police geographic information systems(PGIS) in China, this paper first reviews the four major development stages of PGIS practice and exploration in the Chinese law enforcement departments since the mid-1990 s. Then it analyzes the current problems and challenges in the development of PGIS,as well as its application gap with foreign countries. Finally, relevant suggestions were put forward for the fellow-up technology optimization and upgrading of PGIS and the establishment of its application ecosystem, the research on key technologies of policing spatiotemporal big data, discipline construction of the geography of crime, the introduction and localization optimization of foreign advanced technology. The author also points out that the focus of PGIS technology research and application in the future will gradually transition from the current stage of policing spatial geographic information resource sharing,visual management and crime mapping analysis to the policing cloud-based spatiotemporal big data analysis and crime prediction.
