摘要 以H省针对社区戒毒康复人员实施的毛发毒品检测项目为研究样本,通过对检测数据的统计分析,描摹出社区戒毒康复人员再次使用毒品的状况与特征,发现影响毛发毒品检测结论的主要因素,提出应从改进快速检测技术、提高前处理能力、制定操作规范和地方标准等方面确保检测数据的完整准确。毛发毒品检测的应用价值不止于监控戒毒康复人员保持操守、降低复吸率和作为公安机关的执法依据,还可将其纳入到社区毒品滥用监测体系中,结合吸毒人员动态管控信息进行综合分析,作为评估戒毒康复人员复吸风险的依据,并为禁毒社工制定符合社区戒毒康复人员个体情况的、有针对性的帮教方案提供支持。 Taking the hair drug testing project implemented by H Province for community drug rehabilitation personnel as the research sample,through statistical analysis of the test data,the status and characteristics of community drug rehabilitation personnel reusing drugs are traced,and the main factors affecting the test conclusions are found.It is proposed that the rapid testing technology and pre-processing capabilities should be improved,and operating specifications and local standards should be formulated to ensure the integrity and accuracy of testing data.The application value of hair drug testing is not only used to monitor drug rehabilitation personnel to maintain integrity,reduce the relapse rate,and serve as the basis for law enforcement by public security agencies,but also to incorporate it into the community drug abuse monitoring system,combined with the dynamic control information of drug users for integration analyze and evaluate the relapse risk of drug rehabilitation personnel,and provide support for anti-drug social workers to formulate targeted help and education programs.
