公安信访治理中警民互动与接访模式比较研究 被引量:2

摘要 接访是信访工作的起点、信访治理的源头,在信访工作中起到前期预警和诉求识别作用,接访工作成效直接影响后续信访程序运转。在新公共服务理论指引下,接访是一种官民良性互动,共同协商确定公共价值,实现公共利益的行动,接访民警与上访民众不再仅仅是求助者与施助者不平等关系,而是具有平等意义的信访治理主体关系,并外化为纵向法律关系和横向警民关系。双方在纵横交叉关系互动中使接访产生回应式、撞钟式、和稀泥式和闭门羹式四种类型。回应式接访既能通过法言法语达成信访诉求共识,也能通过和声暖语建立合作伙伴关系,契合冲突化解和政治参与的需要,是推进信访治理现代化的发力点。 Reception is the beginning of the petition work and the petition management,it plays a role in early warning and identification of appeals.The effectiveness of the work of reception interview directly affects the operation of the petition procedures.According to the new public service theory,reception is a kind of benign interaction between the officials and the people,which determines the public value through joint consultation and realizes the public interest.The interviewee police and the appealing people are no longer just the unequal relationship between the help-seeker and the help-seeker,but the subject relationship of petition governance with equal significance,which is externalized into vertical legal relationship and horizontal police-people relationship.The interaction produces four types of interviews:responsive,on-line,chaotic and closed.Responsive interview can not only reach the consensus of letters and visits through French and French,but also establish partnerships through speech,which meets the needs of conflict resolution and political participation.It is the focus of promoting the modernization of petition governance.
