在建电站库坝管理“建管合一”模式探讨

Study on Establishment of"Construction Combining with Management"Mode in Construction Management of Reservoir and Dam of Hydropower Station

瀑布沟水电站的实践经验表明,“建管融合”的管理模式在水电厂的生产准备及运行发电工作中发挥了重要作用。在库坝管理方面,为实现对建设期和运行期水库大坝运行性态的有效掌控,“建管融合”管理模式的应用是十分必要的。在大渡河流域的在建电站中,“建管融合”管理模式在库坝管理工作上虽然取得了一定的成效,但也存在一些问题,有待进一步研究改进。

Experience on Pubugou hydropower station shows that the management mode of"construction combining with management"has played a vital role in production preparation and operation of hydropower station.In order to effectively control the operation status of reservoir and dam during both construction and operation period,it is necessary to apply this mode in reservoir and dam management."Construction combining with management"mode has made certain achievements in reservoir and dam management of hydropower stations in Dadu River Basin which are under construction,but some problems still existed and need to be solved on the basis of further study.
