粤港澳大湾区背景下的穗莞深创新网络研究

RESEARCH ON THE INNOVATIVE NETWORK OF GUANGZHOU,DONGGUAN AND SHENZHEN IN THE CONTEXT OF THE GUANGDONG-HONG KONG-MACAO GREATER BAY AREA DEVELOPMENT

揭示在近年打造广深科技创新走廊的热潮中,穗莞深在湾区背景下的创新格局。研究重点关注走廊上城市对外与内部的创新联系,通过高新企业总部-分支机构、万方专利合作两种数据,对广州、深圳、东莞的创新联系网络格局进行剖析。一方面从区域层面分析穗莞深的外向创新网络,发现在粤港澳大湾区中与穗莞深相关的创新联系高达3/4以上,集中于东岸尤其深莞一带,香港与穗莞深的创新联系强于澳门。另一方面在内部层面分析穗莞深各镇街之间的创新联系格局,三市对外高联系区普遍集中在主城区、高新区周边以及高新产业、制造产业密集的城市邻接区域,广州的创新相对内向化,而深圳在走廊中的创新外向度与带动力明显较优。基于湾区背景下穗莞深外向与内部两个扇面的创新联系分析,总结拓扑网络特征,并对创新机制进行深入解析,提出协同港澳、织补网络、因类施策、完善制度等改进建议。

In the upsurge of building the Guangzhou-Shenzhen Technology and Innovation Corridor in recent years,this paper explores the innovative network pattern of Guangzhou,Dongguan and Shenzhen in the context of the Guangdong-Hong Kong-Macao Greater Bay Area development by focusing mainly on the external and internal innovative links between cities along the corridor and based on two kinds of data:headquarters-branch links of high-tech enterprises and patent cooperation data from Wanfang platform.On one hand,the paper analyzes the external innovative network of Guangzhou,Dongguan and Shenzhen from the regional level,finding that more than three-quarter innovative links are related to Guangzhou,Dongguan and Shenzhen in the Greater Bay Area,and largely concentrated in the east part of the three cities;and that the innovative links between Shenzhen and Dongguan and between Hong Kong and Guangzhou/Dongguan are stronger than those with Macao.On the other hand,it analyzes the internal innovative connection pattern among the towns of Guangzhou,Dongguan and Shenzhen,finding that the frequent contact areas of the three cities are generally concentrated in the main urban areas,the surrounding areas of hightech zones and the urban adjacent areas where hightech industries and manufacturing industries gather.In addition,Guangzhou’s innovation is relatively inward,while Shenzhen’s innovation outward degree and driving force are obviously better.Based on the external and internal innovative network of Guangzhou,Dongguan and Shenzhen in the context of developing the Greater Bay Area,the paper summarizes the characteristics of topological network and further analyzes the mechanism of innovative network.Finally,it puts forward suggestions for promoting Hong Kong and Macao coordinated development,improving the network and system,and implementing policies based on local conditions.
