专题性总体城市设计编制探索——以南京为例

RESEARCH ON THE PREPARATION OF THEMED URBAN COMPREHENSIVE DESIGN:A CASE STUDY OF NANJING

近年来,随着国土空间规划体系的改革推进,国土空间总体规划与总体城市设计各自所承担的任务已经得到明确的区分。与国土空间总体规划所具备的综合性、战略性、协调性、基础性和约束性不同,总体城市设计应当基于本地自然和人文禀赋,加强自然与历史文化遗产保护,研究城市空间秩序控制引导方案,提升国土空间品质与价值。本次南京总体城市设计从“绿”“文”“城”3个维度出发,借助大数据模型的前沿技术方法支撑,把握并梳理了南京自然山水特征、历史文化特色、都市活力特色。基于此,构建南京市城市魅力空间骨架,并借鉴中国传统智慧的营城思想,演绎南京未来发展的“城设九法”,形成规则式的语言管控并从体系设计和具体特色地段落位给出相应的管控措施。最终明确南京未来城市空间形态的总体框架与发展思路,为南京市国土空间总体规划修编提供依据。

In recent years,with the reform of territorial planning system,the tasks of territorial planning and comprehensive urban design have been clearly distinguished.Different from the comprehensive,strategic,coordinated,basic,and binding nature of the territorial plan,the comprehensive urban design should be based on the local natural and cultural endowment.It should focus on the protection of natural and historical and cultural heritage,study the urban space order control and guidance scheme,to improve the quality and value of land and space.The comprehensive urban design of Nanjing starts from the three dimensions of "green","culture",and "city".With the support of advanced technology and big data model,it analyzes the natural landscape characteristics,historical and cultural characteristics,and urban vitality characteristics of Nanjing.Based on this,this paper develops the urban charm space framework of Nanjing,and deduces the "nine methods of urban design" for the future development of Nanjing by referring to the traditional wisdom of Chinese urban construction and management.It forms a regular language control,and gives corresponding control measures from the system design and the location of specific characteristic areas.In the end,the overall framework and development ideas of Nanjing’s future urban form are clarified,which provides the basis for the revision of Nanjing’s territorial planning.
