摘要
随着长三角生态绿色一体化国家战略的逐步推进,一体化示范区亟需一种以生态为本底的基础设施作为区域一体化生成、演变和增长的系统框架,来统筹“三生”融合发展。与示范区中大多数的城镇一样,苏州吴江的盛泽从传统水乡向现代纺织重镇发展的过程中,经历了环境破坏加剧,生活品质下降、产业升级迫切等现实问题。本文基于以生态为本底的景观基础设施的五大特征,以盛泽地区为例,从区域、城镇和邻里3个尺度结合传统水乡的高、中、低圩区的格局,探讨构建城乡交互、产城融合的新型水都市模式的策略与方法。该模式是对解决水安全与环境问题,振兴区域经济,促进“三生”协同发展,以及长三角生态绿色的一体化建设的一次探索。
With the gradual advancement of the national strategy of green and integrated ecological development of the Yangtze River Delta,the demonstration zone of the integrated development requires a kind of ecology-based infrastructure as the system framework for the formation,evolution,and development of regional integration,so as to coordinate the integrated development of production,living,and ecology.Like most of the towns in the demonstration zone,the Shengze Town in Wujiang District of Suzhou City has experienced such severe problems as increased environmental degradation,declining quality of life,and urgent needs for industrial upgrading in its transition from a traditional agricultural water town to a modern textile town.Therefore,based on the five characteristics of the ecology-based landscape infrastructure,and taking Shengze Town as an example,this paper takes the high,middle,and low polder land pattern of the traditional water town at regional,town,and neighborhood scales into consideration,and discusses the strategies and methods for building a new water city model that is characterized by urban-rural interaction and cityindustry integration.This model is an exploration on solving water safety and environmental problems,revitalizing regional economy,and promoting the coordinated development of production,living,and ecology in new Jiangnan water towns,as well as an exploration on the green and integrated ecological development of the Yangtze River Delta.
