公园城市水系统顶层规划的实践探索——以天府新区为例

PRACTICAL EXPLORATION ON TOP-LEVEL PLANNING OF WATER SYSTEM IN PARK CITY:A CASE STUDY ON TIANFU NEW AREA

水是生命之源,城水关系贯穿在人类文明发展的历史中。进入生态文明新时代,更强调以人为本和可持续发展的价值方向,同时公园城市新理念也更加重视大安全观与大生态观的统一,追求生态价值的多元转化,因此亟需对城水关系在新的社会、自然、技术发展背景下进行整体构思,只有尊重规律、统筹兼顾,方能以水兴城、安居乐业。本文以天府新区为例,提出“三尊重、四协同”的城水关系新模式,以“水历史、水安全、水生态、水经济、水文明”五维一体的顶层设计,横向统筹防洪、排水等专项规划,纵向指导各流域生态环境、滨水空间详细设计,以期为其他城市提供启示。

Water is the source of life,and the relationship between city and water runs through the history of human civilization.In the new era of ecological civilization,the people-oriented and sustainable development value is more emphasized.At the same time,the new concept of park city also requires more attention to the unity of macro-safety view and macro-ecological view,and pursues the multiple transformation of ecological value.It is urgent to integrally conceive the relationship between city and water under the new social,natural,and technological development background.Only by respecting objective laws and making overall plans,can we prosper the city with water,live and work in peace and contentment.Taking Tianfu New Area as an example,this paper puts forward a new city-water relationship paradigm of "three respects & four coordination".With the five-dimensional top-level design of "water history,water security,water ecology,water economy,and water civilization",the water-related special planning can be guided horizontally,and the detailed design of ecological environment and waterfront space can be guided vertically,hoping this could provide reference for other cities.
