The Arctic Policy of the Danish Government:A Two-Level Game Perspective

丹麦作为北极八国之一,近年来北极政策日益呈现以下动向:增强在北极地区的军事存在;重视格陵兰人的发展权益;强化作为重要北极国家的身份定位;注重在北极地区的军事合作。双层博弈理论提供了理解丹麦政府北极政策的新视角,即丹麦政府北极政策的形成是其国内层面和国际层面博弈的结果。在国内层面,丹麦政府面临格陵兰经济社会发展和格陵兰“独立化”等问题;在国际层面,域内外大国对格陵兰的重视引发了丹麦政府的担忧。国内层面博弈与国际层面博弈的互动塑造了丹麦政府的北极政策,也将决定丹麦政府北极政策的未来走向。

As one of the eight countries in the Arctic,Denmark’s Arctic policy has shown the following trends in recent years:making its military presence felt in the Arctic;attaching importance to the development rights and interests of Greenlanders;strengthening its identity as an important Arctic state;focusing on military cooperation in the Arctic.The two-level game theory provides a new perspective on the Danish government’s Arctic policy,that is,the formation of the Danish government’s Arctic policy is the result of the game playing at domestic and international levels.At the domestic level,the Danish government is facing the economic and social development of Greenland and its independence.At the international level,the attention paid to Greenland by major regional and non-regional countries has aroused the concern of the Danish government.The interaction between domestic game and international game has shaped the Danish government’s Arctic policy and will also determine the future direction of its Arctic policy.
