风险沟通作为突发事件应对全过程的关键环节,其作用在于通过风险信息的及时有效共享与传递,为突发事件的应对决策提供依据,并引导决策的准确执行。在此意义上,风险沟通成为突发公共事件应对的机会窗。具体到公共卫生类突发事件,该事件的独有特性虽然造成了风险沟通的新困境,但其实都有一个渐进发展的过程,把握了其中各阶段的风险沟通重点就是把握住了机会窗。突发事件风险沟通还需要平衡信息收集与行动决策之间、以受众为中心与以信息为中心之间的关系,这也有助于提升其作为机会窗的效能。

Risk communication,as a key link in the whole process of emergency response,plays an important role in providing basis for emergency response decision-making and guiding decision-making by sharing and transmitting risk information in time and effectively.In this sense,risk communication becomes the window of opportunity to deal with public emergencies.In the case of public health emergencies,although the unique characteristics of such incidents have caused new difficulties in risk communication,in fact,they all have a process of gradual development.The key point of risk communication in each stage is to seize the opportunity window.Emergency risk communication also needs to balance the relationship between information collection and action decision-making,between audience-centered and information-centered,which also helps to enhance its effectiveness as a window of opportunity.
