江苏高质量构建高校综合考核制度体系的探索与思考

Exploration and Reflection on Constructing High-quality Comprehensive Evaluation System of Colleges and Universitiesin Jiangsu Province

2019年以来,江苏在全国率先探索实施高校综合考核,取得了阶段性成效。初步构建起涵盖党建引领机制、分类考核机制、正向激励机制和信息化保障机制的高校综合考核制度体系。文章在总结经验的基础上,坚持问题导向,从细分高校类型层次、精简考核指标内容、科学安排考核流程、完善信息网络平台、强化结果运用和加强理论研究等六个方面,对高质量构建高校综合考核制度体系进行了探索与研究。

Jiangsu has taken the lead in exploring and implementing the comprehensive evaluation system of colleges and universities in China since 2019 and has achieved phased results.A comprehensive evaluation system of colleges and universities has been preliminarily constructed,covering the Party leadership building mechanism,classified assessment mechanism,positive incentive mechanism and information safeguard mechanism.On the basis of critical reflections on past experiences and by adhering to problem-oriented principle,this paper has explored and studied the construction of high-quality comprehensive evaluation system in colleges and universities from six aspects:subdividing the types and levels of colleges and universities,simplifying the content of assessment indicators,arranging assessment processes scientifically,improving information network platform,strengthening the application of result and senhanc-ing theoretical research.
