我国环境社会治理的现代内涵与体系构建

Modern connotation and system construction of environmental social governance in China

"良好生态环境是最普惠的民生福祉"。目前我国生态环境治理正处于三期叠加、爬坡过坎的关键时期,现代环境社会治理为解决我国当前生态环境治理困境提供了善治良方,是目前学界生态环境治理理论和实践的研究短板。我国环境社会治理发源于生态环境治理的多元(三元)治理时代,统筹于我国现代环境治理体系,服务于国家治理能力和治理体系现代化建设,对环境社会治理的"现代化"内涵理解需从"技术现代化"、"组织现代化"、"人员现代化"、"制度现代化"及"文化(理念)现代化"出发,在遵循环境公正的价值框架下,立足于"四维治理"的核心原则,通过"社会化路径"、"法治化路径"、"智能化路径"及"专业化路径"完善我国现代环境社会治理体系建设。

A good ecological environment is the most inclusive welfare of people′s livelihood.At present,China′s ecological environment governance is in a critical period of three phases of superposition and climbing.Modern environmental and social governance provides a good way to solve the dilemma of China′s current ecological environment governance,which is a short board of the current academic research on the theory and practice of ecological environment governance.China′s environmental social governance originates from the era of multiple governance of ecological environment governance.It is integrated into China′s modern environmental governance system and serves the modernization of the country′s governance capacity and governance system.The connotation of"modernization"of environmental and social governance should be understood from the perspectives of"technological modernization","organizational modernization","personnel modernization","system modernization"and"culture modernization".We should improve the construction of China′s modern environmental governance system through"socialized path","legalized path","intelligent path"and"specialized path".
