Evolution of China′s environmental public participation:Process and logic

通过宏观研究发现,中国公众环境参与在各种要素的影响下不断演进,其在主体构成、主题领域、组织形式和参与效果等方面呈现阶段性差异。基于"演变动因-演变机理-演变趋势"的分析框架,展现了公众环境参与演变的逻辑,即公众环境参与的低效决定其需向前演进,自上而下的正式力量和自下而上的非正式力量的生成和激励共同推动它从"运动式"迈向常态化、从边缘化迈向主体式、从形式性逐渐转变为实质性参与。只有同时注重正式力量和非正式力量的生成和激励,才能持续推动中国公众环境参与的良性变迁。

Through macro research,it is found that China′s environmental public participation is constantly evolving under the influence of various elements,and there are stage differences in main composition,subject areas,organizational forms,and participation effects.This research presents the evolution logic of China′s environmental public participation based on the analysis framework of"evolution causes-evolution mechanisms-evolution trends".The research results indicate that public participation in environmental governance remains low and ineffective,and the integration of top-down effects of formal forces and bottom-up effect of informal forces can promote and incentive China′s environmental public participation involving from a"movement"type to normalization,from marginalization to subjectivity,and from formality to substantive participation.Overall,it is imperative to combine formal and informal forces to facilitate the continual development of China′s environmental public participation.
