中国省际高质量发展时空特征及障碍因子分析

Analysis on Spatial-temporal Characteristics and Obstacle Factors of China’s Provincial High-quality Development

高质量发展是适应经济新常态的主动选择,文章从创新、协调、绿色、开放、共享五大层面构建高质量发展水平评价指标体系,利用熵权TOPSIS法综合测度2008年、2013年、2017年中国30个省份的高质量发展水平,并进行时空格局和障碍度分析。研究发现:(1)中国经济发展态势良好,但高质量发展水平整体偏低,仍有很大的提升空间。(2)省际高质量发展水平差异显著,空间分异明显,总体呈"东—中—西"阶梯状递减格局。(3)中国高质量发展存在明显的正空间自相关,集聚程度随时间不断增强。局部视角下大部分地区没有明显的空间关联性,显著区域中以低-低空间集聚省域为主。(4)物质与精神的协调发展对高质量发展的影响日益凸显,创新能力不足、开放和共享程度不深是阻碍我国高质量发展的主要因素。

High-quality development is a proactive choice to adapt to the new normal of the economy.This paper establishes a high-quality development level evaluation index system from the five aspects of innovation,coordination,greenness,openness and sharing,and then employs the entropy weight TOPSIS method to comprehensively measure the quality development level of 30 provinces in China in 2008,2013 and 2017.Finally,the paper analyzes the spatial-temporal patterns and obstacle degree.The findings are as following:(1)The economic development in China is in a good trend,but the overall level of quality development is low,and there is still much room for improvement.(2)There are significant differences in quality development level among provinces,and the spatial differentiation is obvious,with the overall pattern to be"east-middle-west"stepwise decline.(3)There is obvious positive spatial autocorrelation in China’s high-quality development,and the agglomeration degree increases with time.From the local perspective,most of the regions do not have obvious spatial correlation,and the significant regions are mainly provinces with low-low spatial agglomeration.(4)The impact of the coordinated development of material and spirit on high-quality development is increasingly prominent,and the lack of innovation capacity and the lack of openness and sharing degree are the main factors hindering the high-quality development in China.
