党的自身建设法规制度范畴解析、价值取向和完善路径

A Study on Category Analysis,Value Orientation and Path Improvement of Party’s Self-building Rules and Institutions

党的自身建设法规制度的概念含义可以从党的领导与党的自身建设、党的自身建设与法规制度、党的自身建设法规制度与“1+4”基本框架的关系中把握。其内容可以根据党的十九大提出的党的建设布局,从政治建设、思想和组织建设、作风建设和纪律建设四个方面进行梳理归纳,进而分析各方面蕴含的价值取向。在完善路径上,提出遵照党中央指导性文件的规划与安排、延续与发展已有制度成果、探求健全自身建设法规制度的方法论的建议。

The conceptual meaning of Party’s self-construction rules and institutions is derived from the relationship between the Party’s leadership and Party’s self-construction,the Party’s self-construction and rules and institutions,the Party’s self-construction rules and institutions and the“1+4”basic institutional framework of rule-based governance over the Communist Party of China.According to the Party building layout proposed by the 19th National Congress of CPC,its content can be summarized from four aspects of political construction,ideological and organizational construction,working-style construction,and discipline construction to find out further the value orientation contained in each aspect.In terms of path improvement,the paper proposes to comply with the planning and arrangements of the CPC Central Committee’s guiding documents,continue and develop the existing institutional achievements,and explore the methods to improve the self-building rules and institutions.
