“一带一路”沿线国家多语种共享型经济管理数据库建设障碍与对策

On the Construction and Obstacles of B&R Multilingual Shared Economics and Management Database

文章运用扎根理论分析“一带一路”沿线国家多语种共享型经济管理数据库建设在资源、物质、机制、标准、语言、法律层面的障碍因素;构建以数据库建设为核心范畴的障碍因素理论框架,其中资源层障碍是数据库建设的核心障碍,物质层、机制层、标准层、语言层与法律层障碍分别是基础条件障碍、动力障碍、基础规范障碍、实现难点与法律风险。文章建议:加强规划,分阶段推进资源建设;多方面合作,夯实建库物质基础;坚持开放合作,推动长期运行;求同存异,形成统一标准;跨国资源协作,人才技术齐驱;增强法律意识,主动规避风险。

Guided by the grounded theory,this paper first identifies the obstacles in the construction of B&R multilingual shared economics and management database in such dimensions as resources,materials,mechanisms,standards,languages and laws.It then establishes a theoretical framework for analyzing the obstacles,taking database construction as the core category.Based on a detailed analysis,it puts forward the following suggestions to avoid the obstacles:firstly,to enhance overall planning and implement database construction step by step;secondly,to promote multi-dimensional cooperation so as to consolidate the material foundation for database construction;thirdly,to achieve the database’s long-term operation through open coconstruction;fourthly,to form a unified standard for database construction;fifthly,to promote the transnational cooperation of both talents and technologies;sixthly,to enhance legal awareness and take the initiative to avoid legal risks.
