“后疫情时代”我国地方政府的应急治理能力建设

Construction of Local Governments'Emergency Management Capacity in the"Post-epidemic Era"

自从新冠肺炎疫情席卷全球,世界各国均受到猛烈的冲击,我国民众勠力同心采取严格彻底的防控措施,从而有力扭转了国内的疫情局势。然而由于此类突发公共卫生事件自身具有的反复性和周期性特点,无疑使得我国地方政府的应急治理面临着更加严峻的挑战。为此,通过文献梳理,择取并深入剖析近年来地方政府在重大突发事件应急治理过程中的实践案例,提出在现今常态化疫情防控的“后疫情时代”地方政府亟须从应急治理相关的机制衔接、资源储配、主体联动等方面入手弥补其应急突发事件的短板和弱项,以着力增强其在重大突发事件中的应急治理能力,并有力助推我国治理体系和治理能力现代化建设。

Since the COVID-19 epidemic swept the world and greatly affected all countries in the world.Chinese people took strict and thorough measures to prevent and control the epidemic situation,thus effectively reversing the domestic situation of the epidemic.However,due to the recurrent and cyclical characteristics of such public health emergencies,the local government's emergency management is undoubtedly facing more severe challenges,therefore,through literature review and research this paper selects and analyzes the practice cases of local governments in the process of emergency management of major emergencies in recent years,and then puts forward that in the"post epidemic era"of normalized epidemic prevention and control,local governments urgently need to focus on the mechanism convergence,resource storage and allocation,and emergency management in order to make up for the short board and weakness of its emergency management ability in major emergencies,and help to promote the modernization of China's governance system and governance ability.
