高校基层党支部建设“提质增效”的实践与思考

Practice and Reflections on“Improving Quality and Efficiency”of the Grass-roots Party Branches Construction in Colleges and Universities

新形势下,为进一步贯彻落实党的建设总要求和新时代组织路线,坚持以中国共产党组织工作条例为遵循,以普通高等学校基层组织工作条例为指导,促进高校基层党支部建设“提质增效”,对实现高等教育高质量发展,落实立德树人根本任务尤为重要。基于高校基层党支部建设的重要性、实践过程中存在的问题进行分析探讨,并从充分认识高校基层党支部的特点规律、科学化制定高校基层党支部建设目标和打造高素质、专兼结合的基层党务工作队伍三方面提出思考建议。

In the new situation,in order to further implement the general requirements for Party building and the organizational line for the new era,it is particularly important to adhere to the CPC’s organizational work regulations and the grass-roots organization work regulations of ordinary institutions of higher learning to promote the construction of grass-roots Party branches in colleges and universities to improve quality and efficiency,so as to realize the high quality development of higher education and carry out the fundamental task of“building morality and cultivating talents”.The author also puts forward some suggestions from three aspects:fully understanding the characteristics of the grass-roots Party branches in colleges and universities,scientifically formulating the goals of the grass-roots Party branches construction in colleges and universities and building a highly qualified grass-roots Party affairs work team consisting of full-time and part-time staff.
