基于AHP法的湖南乡村振兴物流运作模式评价及构建研究

Research on Evaluation and Construction of Logistics Operation Model ofHunan Rural Revitalization by AHP Method

实施乡村振兴战略,是党的十九大作出的重大决策部署,是新时代做好"三农"工作的总抓手。面对新时期乡村振兴战略的总体要求,湖南省乡村物流体系及其运作模式还不足以支撑其发展。文中基于AHP法,以乡村物流服务乡村振兴为研究视角,构建了包括"人民富裕、生态文明、产业发展、社会治理"等多维乡村振兴物流运作模式评价指标体系,结合当地农业产业、城镇化、物流产业、流通产业等方面的发展水平,提出以乡村产业发展为核心、以物流服务为核心、以商品流通为核心的三种乡村物流供应链整合模式,整合供应链成员企业,打造当地物流供应链服务的龙头企业,形成规模与集聚效应,实现区域经济与物流产业协同且可持续发展。

The implementation of rural revitalization strategy is a major decision made at the 19th National Congress of the Communist Party of China.It is the general starting point for the work of“agriculture,rural areas and farmers”in the new era.Facing the overall requirements of rural revitalization strategy in the new period,the rural logistics system and its operation model in Hunan Province are not enough to support its development.By using AHP method and from the angle of rural logistics to serve rural revitalization,the paper constructs the evaluation index system of logistics operation model for rural revitalization from multiple dimensions including people s rich,ecological civilization,industry development,social governance and so on,and further puts forward three rural logistics supply chain integration models respectively taking rural industry development as the core,logistics services as the core and commodity circulation as the core,combining with local development level of agriculture industry,urbanization and logistics industry,circulation industry etc.,so to integrate supply chain member enterprises to build local leading enterprises of logistics and supply chain services,and form scale and agglomeration effect,further to realize the coordinated and sustainable development of regional economy and logistics industry.
