以城定港:秦皇岛西港区战略定位与功能规划探究

"Setting Port by City":Study on the Strategic Positioning and Functional Planning of West Port District in Qinhuangdao

作为历史悠久的重要港口城市,如何提高秦皇岛"城港"互动效率,推动城市经济发展,是一项重要议题。首先基于秦皇岛的战略背景,文章提出了"以城定港"的城市战略方向,即港区的规划定位要以构建城市竞争力,特别是城市产业竞争力为战略导向。在对"城港"关系结构性调整的前提下明确了秦皇岛的城市战略思路与定位,并在此基础上,针对秦皇岛西港区提出了详细的规划方案,明确了九大规划要点,以期为秦皇岛城市发展提供有价值的参考。

As an important port city with a long history,how to improve the interactive efficiency of Qinhuangdao"city and port"and promote the development of urban economy is an important issue.Firstly,we propose the urban strategic direction of"setting port by city",which means the planning and positioning of the port area should take the construction of urban competitiveness,especially the urban industrial competitiveness as the strategic orientation.On this basis,we put forward a detailed planning project for West Port District in Qinhuangdao,and clarifies nine key planning points,in order to provide valuable reference for the urban development of Qinhuangdao.
