农村公共图书馆供给侧结构评估及优化分析——以天津郊区公共馆为例

Evaluation and Optimization of the Supply-side Structure of Rural Public Libraries:Take Tianjin Suburban Public Library as an Example

优化农村公共图书馆的供给侧结构,对于做好“十四五”时期公共图书馆事业发展规划、提升农村公共文化供给水平具有重要意义。本研究利用DEA模型考察天津郊区公共图书馆的供给侧结构与用户实际需求的契合程度及其区域性差异,发现资源利用率低、软资源投入匮乏、咨询服务单一是制约农村公共图书馆发展的主要因素。研究建议通过加强资源整合调配、优化经费配置结构、开展精准知识咨询等途径,优化现有的图书馆供给侧结构,助力“乡村振兴”战略中公共文化建设的持续推进。

Optimizing the supply-side structure of rural public libraries is of great significance to the development planning of public libraries in the period of the 14th Five-Year Plan and the promotion of the supply level of rural public culture.In this study,DEA model is used to investigate the matching degree between the supply side structure of the Tianjin suburban public libraries and the actual needs of users and its regional differences.It is found that the main factors restricting the development of rural public libraries are the low utilization rate of resources,the lack of soft resources input and the single consulting service.The research suggests that the existing supply side structure of libraries should be optimized through strengthening resource integration and allocation,optimizing fund allocation structure,carrying out accurate knowledge consultation and other ways,so as to contribute to the continuous promotion of public culture construction in the strategy of“Rural Revitalization”.
