治理转型:高校发展战略规划制定的范式演进--以A大学“十四五”规划为例 被引量:17

摘要 在新公共管理理念的影响下,大学战略规划被赋予了史无前例的重要性。作为一种治理手段,战略规划编制已经成为我国高校五年一轮的必修课,在不同的时期呈现出不同特点。本文拟探究“十四五”期间高校战略规划的变化,通过案例研究的方法,利用布赖森“战略变革循环模式”对A大学“十四五”规划的过程进行分析。研究表明,高校战略规划制定实现了旧范式(文秘范式)向新范式(专业范式)的转移。在“十四五”规划期间,A大学的战略规划编制模式日趋成熟:继承过去编制的经验,以国家发展规划为根本指针,与战略研究相结合进行规划文本的编制,并通过规划体系下的权力再配置完成了治理行为的转变。 Influenced by New Public Management,the strategic planning of universities has been given unprecedented importance.As a means of governance,strategic planning has become a compulsory course in the five-year round of universities in China,showing different characteristics in different periods.The paper intends to explore the changes in strategic planning of universities during the 14th Five-Year Plan period.Through the method of case study,this paper refers to the Bryson Model of Strategic Planning to analyze the process of A University's 14th Five-Year Plan.The research shows that the strategic planning of universities has switched from the old secretarial paradigm to the new professional paradigm.During the 14th Five-Year Plan period,A University's strategic planning is becoming increasingly mature by inheriting the previous experience on preparation,taking the national development plan as the fundamental guideline,combining with strategic research to prepare the planning,and completing the transformation of governance behavior through the re-allocation of power.
