Rural Cultural Governance:Dynamic Space and Practical Approaches

公共文化以其凝聚价值共识、规范社员行为、化解社会矛盾、构建精神家园的“软治理”功能成为形塑社会合理状态的重要测度指标,为其参与乡村社会价值引流、行动规束、问题处置、关系调节等治理行动提供了实践空间。现代性冲击及其促发的传统文化衰弱使乡村共同体面临着价值歧殊、权威流失、行动游离和认同衰减的解构风险,对此,乡村文化治理的实施应以公共性建构为实践逻辑,直面变化的人口结构,不断促进公共交往、重塑公共规则、拓展公共空间、革新公共精神。而以新时代主流文化予以价值引导、以内外主体调适促进权力效能整合、以情境共识营造建构集体认同、以行动规则填充促进秩序的自主生成、以地方知识提炼唤醒乡民文化自觉,则是其整合性推进乡村社会良性运转的可为进路。

Public culture plays an important role in shaping the social rationality with its function of“soft governance”for realizing value consensus,standardizing the members'behavior,resolving social contradictions,and building a spiritual home,which has provided a practical space for its participation in governance actions such as value orientation,action regulation,problem solving,and relationship adjustment in rural areas.Thus,rural cultural governance becomes possible.The impact of modernity and the decline of traditional culture make the rural community face the deconstruction risks of value difference,the loss of authority,the misleading actions and unclear identity.Therefore,the implementation of rural cultural governance should take the construction of publicness as the practical logic,and constantly promote public exchanges,reconstruct public rules,expand the public space and innovate the public spirit.The possible approaches to promoting rural governance are to guide the value orientation of the mainstream culture in the new era,promote the integration of power efficiency through the adjustment of internal and external subjects,build the collective identity through the contextual consensus,promote the independent generation of order through the improvement of action rules,and awaken the cultural consciousness of villagers through the extraction of local knowledge.
