地域文化圈的区域远程教育合作与可持续发展(上)——以京津冀为例

摘要 京津冀地缘相接、人缘相亲,地域一体、文化一脉,同处一个地域文化圈,地域文化融合度高,基于此,京津冀区域远程教育协同发展具有广阔发展前景。但是,在目前,同处在同一地域文化圈内的京津冀三地,由于经济、文化的发展不平衡,导致区域内的远程教育协同发展,存在着制度建设、差异发展、沟通机制不顺畅等困难。因此,在这样一种社会文化的背景下,京津冀三地开放大学应从一体化发展的大局出发,完善办学合作,形成适应地域文化圈社会经济和远程教育发展的可持续战略:主要包括基于地理文化圈的区域远程教育资源开发合作与协调发展战略,基于地方文化圈的区域远程教育支持服务合作与适应发展战略,以及基于时空文化圈的区域远程教育互动教学合作与快速发展战略三个层面,从而为三地真正实现区域远程教育的办学合作与协同发展,创造条件。 Beijing-Tianjin-Hebei is geographically connected,personally related,geographically integrated,culturally in the same vein,and in the same regional cultural circle,with a high degree of regional cultural integration.Based on this,the coordinated development of distance education in the Beijing-Tianjin-Hebei region has broad development prospects.However,at present,the Beijing-Tianjin-Hebei three places in the same regional cultural circle,due to the unbalanced economic and cultural development,have led to the coordinated development of distance education in the region,and there are system construction,differential development,and unsmooth communication mechanisms.Wait for difficulty.Therefore,under such a social and cultural background,the Beijing-Tianjin-Hebei Open University should proceed from the overall situation of integrated development,improve school-running cooperation,and form a sustainable strategy that adapts to the socio-economic and distance education development of the regional cultural circle:Regional distance education resource development cooperation and coordinated development strategy of geographic culture circle,regional distance education support service cooperation and adaptation development strategy based on local cultural circle,and regional distance education interactive teaching cooperation and rapid development strategy based on time and space cultural circle,So as to create conditions for the three places to truly realize the cooperation and coordinated development of regional distance education.
