摘要
城镇化的发展必然要重视城市的安全性,各类灾害让城市的治理受到严峻的挑战。从环境韧性、组织韧性、经济韧性、基础设施韧性、社会韧性和社区韧性6个方面构建韧性城市恢复能力评价指标,运用结构方程模型(SEM)构建恢复能力评价指标理论模型,分析各指标对韧性城市恢复能力的影响程度。以福州市为例进行实证研究,研究结果表明基于SEM的韧性城市恢复能力评价方法是可行的,为提升城市在灾害发生时的快速应对和恢复能力提供了一种新的思路和措施,并为城市规划发展和管理提供更准确的数据支持。
The urbanization development must attach importance to the safety of the city,and various kinds of disasters make the governance of the city facing severe challenges.The resilience evaluation index is constructed from the aspects of environmental resilience,organizational resilience,economic resilience,infrastructure resilience,social resilience and community resilience.The structural equation Model(SEM)is used to construct the theoretical model of resilience evaluation index,and the impact of each index on resilience of resilient cities is analyzed.Taking Fuzhou as an example,the results show that the resilience assessment method based on SEM is feasible,it provides a new idea and measure to improve the ability of quick response and recovery of the city,and provides more accurate data support for the development and management of urban planning.
