行政发包制下的我国PPP模式演化机理研究

The Evolution Mechanism of China’s PPP Model Under the Administrative Contracting System

基于我国政治制度环境,剖析行政发包制下中央和地方政府间的互动对PPP(Public Private Partnership)模式演化的影响机理。以时间维度为切入点,基于财政体制、基础设施投融资政策改革及外部环境变化将我国PPP模式演化分为前期探索、BT模式发展、中期发展和后期发展4个阶段。通过分析各个阶段PPP模式的应用特点及主要问题特征,探究行政发包制下地方政府财政约束和横向晋升激励下的地方政府行为逻辑及中央政府的制度设计,为有效规范PPP项目以实现可持续发展提供理论支持。

Based on the political institutional environment of China,this paper analyzes the influence mechanism of the interaction between central and local governments on the evolution of the PPP(Public Private Partnership)model under the administrative contracting system.Taking the time dimension as the starting point,based on the reform of fiscal system,infrastructure investment,financing institution and the change of external environment.The evolution of PPP model in China can be divided into four stages.These four stages are early exploration,BT development,middle development and late development.By analyzing the application characteristics and main problems of the PPP model at each stage,this paper explores the behavioral logic of local government and the institutional design of central government under the fiscal restraint and horizontal promotion incentives of the administrative contracting system.The results provide theoretical support for effectively r regulating PPP projects to achieve the sustainable development.
