防止次生灾害:疫情防控的治安逻辑——以警察现场处置为视角

Avoiding Secondary Disasters:Public Security Logic in Epidemic Prevention and Control——From the Viewpoint of Police on the Spot

由于疫情存在随时转化为社会次生灾害的风险,为了防止次生灾害对社会秩序造成冲击,治安力量必须提前介入以避免造成其他严重后果。通常次生灾害发生于社会系统的脆弱环节,即显现于社会结构中的薄弱地带、时空中的敏感场域和人群中的脆弱群体,而刚性稳定、社会焦虑与多层次价值选择是造成社会脆弱环节的原因。尽管引发问题的原因多样,但最根本的问题还是在于以公权力为代表的国家治理能力尚无法有效应对突发事件的挑战。面对疫情防控暴露的诸多问题,我们应从韧性化治理、信息化传播与建立统一权威三个方面进行改进,以减少次生灾害带来的秩序性混乱。

The epidemic will cause some secondary social disasters,so the public security forces should be deployed at the early stage to prevent the possible risks and its severe consequences.The secondary disasters are liable to occur in vulnerable links of social system,that is,the unstable ranks of the social structure,the sensitive points of the time and space,and the vulnerable groups among the people.Stiff stability,social anxiety and multi-level value choice are the main reasons for social vulnerability.Despite various problems,the root one lies in challenges against governance capacity represented by public power at the moment of contigency.Confronted with the problems during epidemic prevention and control,improvement can be made from the aspects of resilient governance,information dissemination and coordinated mechanism to minimize the disorder caused by secondary disasters.
