新疆维吾尔自治区补充耕地指标调剂价格测算研究

Study on Adjustment Price Calculation of Supplementary Cultivated Land in Xinjiang Uygur Autonomous Region

为了确定新疆补充耕地指标的调剂价格与调节系数,本文依据国务院发布的《跨省域补充耕地国家统筹管理办法》中规定的跨省域补充耕地标准,将全国其他省、自治区、直辖市的经济水平及耕地质量与新疆进行比较,通过比较差值方法得到了相对于三档0.5的调节系数,相对于四五档1.0的调节系数;依据《农用地质量分等规程》中规定的对农用地的分级标准,得出新疆耕地等别主要集中在10~12年等,位于全国平均水平,并以西北向东南的方向递增,南北疆各自呈环状分布,且南疆地区的耕地自然等别总体高于北疆。

In order to determine the adjustment price and adjustment coefficient of supplementary cultivated land index in Xinjiang,this paper compares the economic level and cultivated land quantity of other provinces,autonomous regions and municipalities directly under the Central Government with those of Xinjiang according to the standard of supplementary cultivated land across provinces stipulated in the National Overall Management Measures for Supplementary Cultivated Land across Provinces issued by the State Council.By comparing the difference method,the adjustment coefficient of 0.5 relative to the third-tier areas and the adjustment coefficient of 1.0 relative to the fourth and fifth tier areas are obtained.According to the classification standard of agricultural land stipulated in the Regulations for Classification of Agricultural Land Quality,it is concluded that the cultivated land in Xinjiang is mainly concentrated in the tenth to twelfth grade,which is at the national average level,and increases progressively from northwest to southeast.The cultivated land grades in northern and southern Xinjiang are respectively distributed in a ring shap,and the natural grade of cultivated land in southern Xinjiang is generally higher than that in northern Xinjiang.
