战略机遇期下东北产粮区环境生态式治理探究

Research on Environmental Ecological Governance of Grain-producing Regions in Northeast China in the Period of Strategic Opportunities

作为全国最大的商品粮基地,东北产粮区环境治理正值“十四五”中国农村环境保护纵深推进的攻坚时期、乡村振兴战略实施以及美丽中国愿景实现的关键时期,创新东北产粮区环境治理模式意义深远。东北产粮区生态式治理强调环境治理与生态特色、生态现状、生态约束与生态效用的有机结合,治理过程注重环境治理的生态化手段、生态化效果与生态化循环,而现阶段东北产粮区环境治理工作仍面临多重问题。基于治理理念、机制、主体、工具、模式角度构建生态式治理框架,并从治理组织、地区与制度、资金及人力、生产服务等视域下探研生态式治理的协调保障机制,以期对加快推进东北产粮区环境整治、实现农业经济—生态环境高质量发展有所裨益。

As the country's largest commercial grain base,the environmental governance of the grain-producing regions in the Northeast is at the critical period of the in-depth advancement of rural environmental protection,the implementation of the rural revitalization strategy,and the realization of the vision of a beautiful China according to the“14th Five-Year Plan”.The innovation of environmental governance model in the grain-producing regions in the Northeast has far-reaching significance.The ecological governance of the grain-producing regions in the Northeast emphasizes the organic combination of environmental governance and ecological characteristics,ecological status quo,ecological constraints,and ecological utility.The governance process focuses on the ecological means,ecological effects,and ecological cycles of environmental governance.At this stage,the environmental governance of the grain-producing regions in Northeast China is still facing multiple problems.This article builds an ecological governance framework based on governance concepts,mechanisms,subjects,tools,and models,and explores the coordination and guarantee mechanism of ecological governance from the perspectives of governance organizations,regions and systems,capital and human resources,and production services,intending to accelerate the environmental improvement of the grain-producing areas in Northeast China and achieve high-quality development of agricultural economy and ecological environment.
