信用调解是高度融合了“人民调解+信用建设”职能,以信用信息平台的完善为根基充分发挥信用机制作用,积极预防和化解企业经济领域矛盾纠纷,进行高度融合的创新尝试,有效提升执行合同、办理破产、获得信贷等营商环境指标。通过对现有信调委工作实践的探索目前信用调解具备的优势和不足之处,结合国外有益经验,灵活运用信用调解作用机制提出我国信用调解工作机制建设的对策,构建规范流程促进企业纠纷调解规范化、法治化、营造良好营商环境、激发市场主体活力的有力之举。

Credit mediation is a highly integrated function of“people's mediation+credit construction”,based on the perfection of the credit information platform to give full play to the role of the credit mechanism,actively prevent and resolve conflicts and disputes in the economic field of enterprises,carry out a highly integrated and innovative attempt to effectively enhance the business environment indicators such as contract enforcement,bankruptcy,credit acquisition,etc.It analyzes the current advantages and disadvantages of credit mediation through the current work practice of People's Mediation Committee for Credit Dispute.Combining beneficial foreign experience and flexibly using the credit mediation mechanism in order to put forward countermeasures for the construction of China's credit mediation work mechanism,build a standardized process to promote the standardization and legalization of enterprise dispute mediation,create a good business environment,and stimulate the vitality of market entities.
