青岛市生活垃圾分类实施现状及改进措施

Implementation Status and Improvement Measures of Domestic Waste Classification in Qingdao

城市生活垃圾分类是实现垃圾减量化、资源化和无害化的有效手段。以青岛市各区作为调查对象,调查了各区垃圾分类投放和分类收运情况,明确了青岛市垃圾分类现状及存在的问题,并针对性的提出了改进措施。主要调查结果表明:垃圾分类指导员履职率低、厨余垃圾桶混投严重、收运台账不符等是现阶段青岛市垃圾分类实施过程中存在主要的问题。建立规范化的垃圾分类指导员队伍,强化居民家庭垃圾源头分类收集和投放是目前青岛市垃圾分类亟需解决的问题。另外进一步规范“四分类”垃圾桶设置、规范收集容器标识、充分发挥公示栏、宣传栏、指示栏的宣传、教育功能也有助于青岛市垃圾分类工作的实施。

Municipal solid waste(MSW)classification is an effective means to realize MSW reduction,recycling and harmlessness.Taking each district of Qingdao as the investigation object,the situation of garbage classification,delivery,collection and transportation in each district was investigated,the existing problems of MSW classification in each district were clarified,and the corresponding improvement measures were put forward.The main investigation results show that the low performance rate of garbage classification instructors,the serious mixing of kitchen waste bins and the inconsistent collection and transportation accounts are the problems existing in the implementation of MSW classification in Qingdao at present.Establishing a standardized team of MSW classification instructors and strengthening the source classification collection and delivery of household garbage are urgent problems to be solved in Qingdao.In addition,further standardizing the setting of"four categories"garbage bins,standardizing the identification of collection containers,and giving full play to the publicity and education functions of publicity columns,publicity columns and instruction columns are also conducive to the implementation of MSW classification in Qingdao.
