公立医院纪委在突发公共卫生事件中开展监督的实践

Practice of Supervision by Disciplinary Committee of Public Hospitals in Public Health Emergencies

感染传染性突发公共卫生事件,其监督根本是政治监督。笔者医院党风廉政建设巡查、公立医院应对重大突发公共卫生事件期间深化政治监督等课题研究的基础上,对传染病医院纪委开展持续纪律监督,在疾病防控最前沿发挥纪委“探头”作用引发深入思考。该文以医院纪委切入关键监督,及时全程监督为主线,通过走访调研,探索纪律监督内容与途径,做实、做细、做严、做暖纪律监督,为突发公共卫生事件的高效应对提供坚强的纪法保障。该文研究对进一步做好公立医院纪委面对突发公共卫生事件监督工作提供参考。

The supervision of infectious public health emergencies is basically political supervision.On the basis of research on topics such as inspections on the construction of party conduct and clean government in hospitals,and deepening of political supervision during public hospitals in response to major public health emergencies,the author carried out continuous disciplinary supervision of the Disciplinary Committee of Infectious Disease Hospitals,and played the role of the“probe”of the Disciplinary Committee at the forefront of disease prevention and control.This article takes the hospital discipline inspection committee into the key supervision and timely supervision throughout the whole process.Through visits and investigations,the content and methods of disciplinary supervision are explored,and disciplinary supervision is implemented,detailed,strict,and warm to provide a strong response to the disciplinary protection of the law for public health emergencies.The research in this article provides a reference for further improving the supervision work of public hospital discipline committees in the face of public health emergencies.
