摘要
新冠肺炎疫情给世界旅游业带来了巨大冲击。基于脆弱性和恢复力理论,以国内外重大传染病疫情为例,探究突发公共卫生事件对主要暴发国旅游业的影响及其恢复策略,进一步分析新冠肺炎疫情对中国旅游业的影响,并从旅游管理部门和旅游企业两个视角提出旅游业韧性化发展的策略。旅游管理部门应加快构建现代旅游业治理体系,制订分阶段旅游恢复计划,加强旅游形象宣传与营销,争取国际合作与国际援助,促进旅游产业高质量发展;旅游企业则需要节流止损、把控成本,加强行业自身建设,开展旅游促销活动,大力发展节庆旅游,加速行业跨界融合,利用科技转型升级,以降低旅游业脆弱性,增强旅游经济韧性,实现旅游业高质量发展。
The global pandemic of COVID-19 has a great impact on the world tourism industry.This paper is based on the theory of vulnerability and resilience,taking major epidemics at home and abroad as examples to explore the impact of public health emergencies on the tourism industry of major outbreak countries and summarize their tourism industry recovery strategies.This paper further discusses the impact of COVID-19 on China’s tourism industry,and proposes countermeasures from the perspectives of the tourism management departments and tourism enterprises.Tourism Management Departments should build a modern tourism governance system,formulate a phased tourism recovery plan,strengthen tourism image publicity and marketing,strive for international cooperation and assistance,and promote high-quality development of the tourism industry.Tourism enterprises need to stop losses and control costs,strengthen the construction of the industry itself,carry out tourism promotion activities,develop festival tourism,accelerate industry cross-border integration,and use technology to achieve transformation and upgrading.These will help reduce the vulnerability of the tourism industry,enhance the resilience of the tourism industry,and promote the high-quality development of the tourism industry.
