西北民族地区旅游扶贫绩效评价及影响因素研究——以青海海晏县为例

The performance evaluation of tourism poverty alleviation and its influence factors in ethnic areas of northwest China--Taking Haiyan County,Qinghai as an example

在构建旅游扶贫绩效评价指标体系的基础上,采用层次模糊分析法和模糊综合评价法对西北民族地区旅游扶贫取得的成效进行评估,并运用LS模型对影响西北地区旅游扶贫绩效的因素进行回归分析.研究结果表明,海晏县旅游扶贫的政策绩效、经济绩效、社会文化绩效、环境卫生绩效、扶贫参与绩效及总体扶贫效应的评价值分别为3.15,3.87,3.62,3.28,3.04和3.93,根据文中确定的等级评价标准,其扶贫效果处于良好水平.经济、政策、交通、产业和资源是影响西北民族地区旅游扶贫绩效的主要因素.

On the basis of building the performance evaluation index system of tourism poverty alleviation,this paper evaluates the achievements of tourism poverty alleviation in ethnic areas of northwest China by using horizontal fuzzy analysis method and fuzzy comprehensive evaluation method.It also analyzes the factors influencing the performance of tourism poverty alleviation by using LS model.The results show that the evaluation values of policy performance,economic performance,social and cultural performance,environmental health performance,poverty alleviation participation performance,and overall poverty alleviation effects in Haiyan County are 3.15,3.87,3.62,3.28,3.04 and 3.93 respectively.In accordance with the evaluation criteria confirmed in the text,the poverty alleviation effect is at a good level,economy,policy,transportation,industry and resources are the main factors affecting the performance of tourism poverty alleviation in ethnic areas of northwest China.
