情景预防视阈下城市轨道交通公共安全治理研究

Urban Rail Transit Public Security Management Based on Situational Crime Prevention

《关于保障城市轨道交通安全运行的意见》(国办发〔2018〕13号)指出城市轨道交通是城市公共交通系统的骨干,是城市综合交通体系的重要组成部分,其安全运行对保障人民群众生命财产安全、维护社会安全稳定具有重要意义。梳理当前我国城市轨道交通公共安全面临的主要威胁,阐释情景预防理论的基本内涵及策略,分析情景预防指导城市轨道交通公共安全治理的可行性。在可行性基础上,提出情景预防的具体路径:增加公共安全事件发生的难度;加强对公共安全事件的预测监控;减少公共安全事件行为人的违法犯罪收益;营造安全有序的乘车环境。以期为加强城市轨道交通公共安全治理提供参考。

Opinions on ensuring the safe operation of urban rail transit(No.13)points out that urban rail transit is the backbone of urban public transport systems and an important part of urban comprehensive transportation systems.The safety of urban rail transit is of great significance for the protection of people’s lives and property and the maintenance of social security and stability.This study examines the main threats to urban rail transit public safety in China,explains the basic connotation and strategies of situational crime prevention,and analyzes the feasibility of guiding urban rail transit public safety governance.On the basis of feasibility,this study puts forward the following specific path of situational crime prevention:increase the difficulty of public safety incidents,strengthen the prediction and monitoring of public security incidents,reduce the illegal and criminal income of the perpetrators of public safety incidents,and create a safe and orderly riding environment.Together,these guidelines provide a reference for strengthening the governance of public safety of urban rail transit.
