基于风险防控的医院横向科研合同标准化管理的实践与思考

Standardized management of horizontal research contracts in a hospital based on risk prevention and control principles

横向科研合同管理是医院科研合同管理体系的重要组成部分。以某大型三级甲等医院为例,梳理了横向科研合同管理工作中从学术管理、合同签订、合同履行到合同结题与档案管理全流程的风险防控的关键节点及潜在风险,介绍了横向科研合同标准化管理实践经验,包括合同管理体系的全院组织架构、标准化流程和标准化合同模板以及合同审核要点等。医院通过实施标准化合同管理促进了横向科研体量的持续增长,2020年签订合同1151份,合同金额达6.3亿元。就如何做好医院横向课题科研合同的标准化管理与风险防控进行了探讨,以期为医院横向科研合同管理提供借鉴与参考。

Horizontal research contract management is an important component of hospital scientific research contract management system.Taking a large Class A tertiary hospital as an example,we tabulated the key links in the whole process of horizontal research contract management from academic management,contract signing,and contract performance to contract closure and file management and potential risks,and share our experience in the standardized horizontal research contract management,including the hospital-wide organizational structure of contract management system,standardized management processes,standardized contract template,as well as the key points of contract review.The standardized contract management has promoted the continuous growth of horizontal research volume,with 1,151 contracts signed in 2020 and the fund reaching 630 million CNY.This article elucidates the standardized management and risk prevention and control of horizontal research contracts,aiming to provide reference for other hospitals.
