国有经济布局优化的成效与调整取向

The Effect and Adjustment Orientation of Optimizing State-owned Economy

党的十八大以来,我国国有经济取得长足发展,国有经济规模稳步提高、布局进一步优化、走出去步伐加快、自主创新能力不断增强。目前我国经济已进入高质量发展新阶段,对国有经济提出了高质量发展新要求,但国有经济在实际发展中依然存在功能未能充分有效发挥、“脱虚向实”“大而不强”、区域布局不均衡等问题。党的十九届四中全会提出推进国有经济布局优化和结构调整,发展混合所有制经济,增强国有经济竞争力、创新力、控制力、影响力、抗风险能力,做强做优做大国有资本,为今后国有经济发展指明了方向。因此,需进一步明确国有经济调整的目标和方向,在改革中切实增强国有经济调整的系统性和协同性,要深化推进垄断行业改革,充分发挥国有资本投资运营公司作用,并完善国有经济退出机制,进而更好地推动我国国有经济布局优化和结构调整。

Since the 18th National Congress of the Communist Party of China,China's state-owned economy has made great progress,the scale of the state-owned economy has been steadily increased,the layout has been further optimized,the pace of going out has been quickened,and the ability of independent innovation has been strengthened.At present,China's economy has entered a new stage of high-quality development,and new requirements for high-quality development of the state-owned economy have been put forward.However,there are still some problems in the development of state-owned economy,such as the function of state-owned economy is not fully and effectively exerted,transfer from the real economy to the virtual economy,"big and no strong",the regional distribution is not balanced.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to promote the optimization and structural adjustment of the state-owned economy,develop a mixed-ownership economy,enhance the competitiveness,innovation,control,influence,and anti-risk capabilities of the state-owned economy,and strengthen,optimize and expand the state-owned capital,which pointed out the direction for the future development of the state-owned economy.Therefore,it is necessary to further clarify the goal and direction of state-owned economic adjustment,effectively strengthen the systematicness and synergy of state-owned economic adjustment in the reform,deepen the reform of monopoly industries,give full play to the role of state-owned capital investment and operation companies,improve the state-owned economic withdrawal mechanism.This will further promote the optimization and structural adjustment of our country's state-owned economy.
