新发展格局下海南自由贸易港建设的系统思考

辛亥革命100多年来,中华民族伟大复兴的“中国梦”从来没有像今天这样触手可及。“十四五发展规划”开局,构建以“双循环”为基本特征的新发展格局全面展开,海南中国特色自由贸易港建设实施零关税、封关运行将成为全国唯一世界最开放的形态与地区。组建国际旅游消费中心与国际消费品博览会、构建一流营商环境、实现粤港澳大湾区与海南自由贸易港有效对接、建设“一带一路”国际环形大通道东端衔接部等,从而实现将消费作为战略基点与拉动经济发展的海南样板与开放范例,是海南自由贸易港建设艰巨而又光荣的任务。

Since the revolution of 1911,the"Chinese dream"of the great rejuvenation of the Chinese nation has never been so accessible as it is today.At the beginning of"the 14th Five-Year Plan",a new development pattern with the basic characteristics of"Double circulation"is in full swing.The construction of a free trade port with Chinese characteristics in Hainan and the implementation of zero tariff and closed operation will become the only and most open form and region in the world.It is a arduous and glorious task for the construction of Hainan free trade port to set up an international tourism consumption center and an international consumer goods fair,build a first-class business environment,realize the effective connection between the Guangdong-Hong Kong-Macao Greater Bay Area and Hainan free trade port,and build the connection department at the eastern end of the“Belt and Road”,so as to realize the consumption as a strategic basis and the Hainan model and opening example of stimulating economic development.
